Regional Workshop - Protocol on Pollutant Release and Transfer Registers

 

In the framework of the project ENVSEC (Environmental Security) to strengthen implementation of the Aarhus Convention implemented by the OSCE Presence in Albania, Milieukontakt Albania in collaboration with Aarhus Information Centre Shkodër organizes on May 9, 2013 in the premises of the hotel's Rozafa, Regional Workshop on Protocol on Pollutant Release and Transfer Registers.

In the frame of approximation of environmental legislation with EU standards, of the fulfillment of international obligations in the field of environment and increasing efficiency of measures for the protection of the environment Albanian Government ratified the Protocol on the Pollutant Release and Transfer Registers, in June 2006.

Registers of Pollutant Release and Transfer are, in essence, a modern integrated collection and dissemination of information on pollution sources and amounts of specific chemicals discharged directly into the environment or transferred to waste. The importance of this system with reliable data, periodic, standardized, is the first instance priority in terms of environmental policy is the control and prevention of pollution in the environment.

Thus, the organization of the regional workshop with all stakeholders from businesses, decision makers, NGOs will help in knowing, awareness raising and finding opportunities for the application of the best possible ways to implement the obligation and facilitating public access to environmental information.

ENVSEC project support the implementation of the Aarhus Convention in Albania, through the support of the Aarhus Information Centres

  1. Tirana, 02 April 2013: In the frame of the OSCE Presence in Albania ENVSEC project to support the implementation of Aarhus Convention in Albania, Milieukontakt Albania conducted a three day workshop on strategic planning, fundraising techniques and project management for the Aarhus Information Centres of Shkodra and Vlora on 28-29-30 March 2013.

The workshop aimed to develop a strategic vision and orientation of Aarhus Centres of Shkodra and Vlora to future projects and areas. Along the participation of the Aarhus managers and volunteers, the meeting was attended by the Aarhus National Focal Point in Albania, Ms. Edlira Dersha.

Ms Dersha presented the draft national strategy for the implementation of the Aarhus Convention (that is still in the drafting phase) and she encouraged participants to maintain their focus as facilitators of environmental decision-making processes and of the Environmental Impact Assessment practices at the local level. She also addressed some tips for their work in the future. During the workshop sessions plenty of examples and positive experiences were brought from Milieukontakt work on internal organization development, strengthening of NGOs and networking of civil society campaigns. The youth of these centres had the opportunity to learn and apply new methods of work in the community. They highly appraised the workshop and especially the step-by-step analysis of their organizations, through methods, creating a complete and detailed view of the current situation, but also the interventions needed to achieve sustainability and accomplishment of their mission: watchdog the rights of the public to environmental issues in line with the Aarhus Convention in regard to information, decision-making and implementation.

The overall goal of the ENVSEC project is to promote mechanisms of public participation and establish partnerships between central and local public authorities, civil society organizations and the business community to address environmental and security challenges at local and regional level through the implementation of the Aarhus Convention.
