EXPRESSION OF INTEREST - Mid-term evaluation for Rise Op project

  Project “Rural Inclusive Social & Economic Opportunities (RISE        OP)” financed by  IADSA program in Albania. 

 Project period: June 2013 –   February 2015.

 

  Background

 The challenge of the project is to specially combat against emigration,  create economy, job opportunities and new entrepreneurship for    unemployed: rural women and youth without appropriate education and professional skills, without possibility to find a job. The project will promote and use potential local resources of the Pёrmet area (natural, cultural heritage and agricultural resources) in order to revitalize and valorise arts, crafts and agro-eco tourism, enhancing capacities and access of target groups in local economy.

The project is seeking the services of a qualified expert to conduct a Mid-Term-Evaluation (MTE). The consultant will assess the project performance, in consultation with the main stakeholders, partners and beneficiaries.

 

Objective

The main objective of this evaluation is to provide the project with an independent review of the status, relevance and performance of the project as compared to the project document, identify and assess the basic results and impacts as to their sustainability. The midterm evaluation results are envisaged to identify and describe the lessons learned, summarize the experiences gained and recommend the approaches and methodologies for the remaing period of the project. Specific objectives are:

 

Issues to be addressed by the evaluation

        ·       Assessment of the project progress towards attaining its objectives and outcomes and recommend

             measures (if any).

·      Review of the appropriateness and clarity of the roles and responsibilities of partners and the level of coordination between them. 

·     Review of the project concept and design with respect to the clarity of the addressed problems by the project and soundness of the approaches adopted by the project to solve these problems. 

·    Assessment of the performance of the project in terms of timeliness, quality and quantity of the activities undertaken.

·    Assess the prospects of the sustainability of the project outcomes and benefits and recommend measures for its further improvement.

·    Identify and describe the main lessons learned from the project performance in terms of capacity building of local beneficiaries, efforts to secure sustainability, approaches and methodologies used.

 

Responsibilities of the Evaluators

• Treat documents in a confidential manner;

Maintain communication with project partners and share time line of evaluation steps

• Ask for permission before giving any information on the evaluation to third parties;

• Assume all logistics such as travel into the site, accommodation, office space, telecommunication, printing of documentation, etc.

 

Products expected from the evaluation

·     Draft MTE

·     Final MTE

 Final evaluation report with at least 20 pages (excluding annexes) with the following basic structure:

i. Executive Summary;

ii. Project description;

iii. Evaluation purpose;

iv. Evaluation methodology;

v. Findings per output, bridging and outcome objectives;

vi. Lessons learnt;

vii. Conclusion and Recommendations;

viii. Annexes.

 

Evaluator’s profile and requirements

• Extensive knowledge of, and minimum 3 years’ experience, in applying qualitative and quantitative evaluation methods;

• Proven record in designing and leading evaluations;

• A minimum of 3 years’ experience in project evaluation

 

Timeframe

The mid-term evaluation needs to be finished by end July 2014.

The evaluator will have to travel in Permet to do the evaluation. Expected dates for this visit are from 23 June – 15 July 2014.

Energy Auditing in 9 year schools

 Miieukontakt Albania part of the network “Ecosystem of Communication and Environmental  Information" (ECIM) also for 2014 is continuing the awareness campaign to inform 9 year  school children on the importance of energy efficiency. During May Milieukontakt  Albania conducted some extracurricular hours on the 4th, 5th, 8th, 9th classes of the “4  Dëshmorët” and “Androkli Kostallari”.  The main focus was the information and the  awareness  of the new generation on energy saving in school, home and surrounding where  they live.  About  150 children were trained about the measures to be taken to save energy and  its  efficient use.  The presentation was enriched with graphics and short films making it more  interesting and  the conversations more interactive with the students. The students showed interest and raised questions and discussed on new efficient products recently present in the Albanian market, such as LED lightening system, “star energy” electro domestic equipment and solar panel.

Grown up children showed interest to get involved as volunteer in different awareness raising activities of the organisation. Besides the hours conducted, Milieukontakt will closely work with a group of students lead by an energy efficiency expert to compile an audit report on energy efficiency for each school. At the end children will come up with specific recommendation on measures to be taken to save energy within school environments. Through this process children will learn basics of how to do the energy audit of a building and will share with their parents’ useful ideas and concerns. The report will be submitted to the management of the school to further take measures for improvement as addressed in the report.

This project is financially supported by REC in the frame of SENiOR-A project. 

Announcement: Trainer on Participatory Video Making

“Rural Inclusive Social Economic Opportunities” is a project run by Permet Municipality in close cooperation with Milieukontakt Albania and CESVI, financially supported by Italian-Albanian Dept for Development Swap Program (IADSA). The main aim of the project is to contribute and sustain social and economic inclusion of most vulnerable groups especially of rural women and unemployed youth in disadvantaged areas.

 

One of the most important components in this project is to raise capacities of rural women and unemployed youth on tourism services and in arts and crafts alongside with its promotional in regional and international level. That is why the project is seeking for qualified candidates to conduct training on participatory video making and its promotion through social media tools.

5 days participatory video making training will be conducted and focused on short videos for self-promotion as well as for promotion and marketing of natural resources, traditional and cultural values of Permet valley.

The trainer will be supported by staff of Milieukontakt in preparing and developing the training module. Product of this training will be production of at least 10 videos from participants showing the process of producing arts and crafts and tourism services.

Milieukontakt will cover all costs of travel, accommodation and perdiem of the trainer during the training based on actual costs occurred.

 

Period of the service: June (5working days) 2014

Location: Përmet city

 

Required qualifications

             (i)   Trainer should have more than 4 years’ experience in participatory video making, and especially

            with rural communities

             (ii)  Trainer should have teaching and facilitation skills of more than 4 years and show evidence or

            reference;

             (iii)Experience in teaching video making with low-key digital camera;                                                

             (iv)Trainer should have skills in writing training material and in promoting video through social media.

             (v)  Trainer should show video examples from Albania

 

 

Trainer should have social, inter relation skills and be flexible, adapt communication to the specific context.

Tasks:

Trainer should work closely with Milieukontakt Albania and has the tasks/obligations as following:

             ü  To conduct 5 days training with maximum 12 participants,

             ü  Training should be learning by doing approach

             ü  By the end of 5 day training each team of two participants has produced two videos,

             ü  Trainer should teach and train free video editing software, how to download free music, and in  

           general the Copyright issues,

             ü  Trainer should write a hand out to be used by participant during and after the training (how to

           use camera, storytelling, editing, feedback and how to disseminate video through social media)

 

Deliverables:

              ü  Each participant has made a plan how to practice video making in the field and provide online

           support (e-mail or Fb);

              ü  Training handouts prepared by trainer

              ü  Prepare report of the training

Cooperation Agreement

 The project “Rural Inclusive Social Economic Opportunities” - RISE OP funded by  IADSA, has in focus support and socio- economic inclusion of vulnerable groups,  such as rural women and unemployed youth. In the framework of this project will be  signed two Cooperation Agreements.

  1. The local government units (LGUs) and the district labour office will be engaged to  closely cooperate, help and promote the opening of new enterprises that will be  created by the project beneficiaries, after completing professional courses and other  activities of the project. More specifically:

• LGUs commit to exempt from municipal taxation the project beneficiaries, who will start new enterprises in sectors like handicrafts and tourism services: copper works, stonework, woodwork, pirografi, embroidery, basketry, local guides and tourist services;

 

•District Labour Office engage relevant employment offices to assist and helppeople who want to be self-employed with the Albanian legislation regarding labour code;

 

2. The local government units and specific businesses will be engaged toclosely cooperate and support rural women and unemployed youth of Përmet district in various stages of the project as the stage during vocational courses, employment opportunities, sharing their experience, etc. More specifically:

              -  Businesses will enable the practice for persons who are beneficiaries of the project ;

             -  LGUs willestablish tax relief for signatory businesses

            Businesses will provide experience and guidance for the new enterprises that will be opened;

Education to Nature: Pathways to a Stronger, Closer Family

 

A Chinese proverb says: When planning for a year, plant corn; When planning for a decade, plant trees; When planning for life, train and educate children and people.

Kastrat municipality in cooperation with its partners Milieukontakt Albania, Shkreli Commune and PPNE have organized on Wednesday 26th February 2014 the kick off meeting of the project: Education to Nature: Pathways to a Stronger, Closer Family (E2N). The project will be implemented on the frame of the "North Green Partnership Alliance” with financial support from the Regional Development Program in North Albania (RDP).

In the meeting were invited representatives from Shkodra municipality, Education Directory of Malësia e Madhe, directors of schools, representatives from both communes, NGOs to discuss over the cooperation between these institutions during the project implementation in the panoramic area of ”Syri i Sheganit”. The main actors expressed their support for this project whose goal is to build an eco-camp near the Shkodra Lake and promoting the beauty of nature of the area. The eco camp will be used by different age group of children that will learn about nature and will be able to spend an active and cheerful summer vacation. In the activities will be involved the community as part of cleaning action and planting initiatives.

This project aims to provide opportunities for children to acquire knowledge and skills, also to create the right values and attitude and dedication to protect and improve the environment and the natural resources. The eco-camp will be functional not only in summer but also during the year for the teachers to develop or perform environmental extracurricular hours.

Part of the meeting was the signing of the Memorandum of Understanding between the project partners and the Faculty of Natural Sciences in Shkodra. From the participants was once again highlighted the importance of this innovative project for the area as well as the extraordinary value for the community as a source of income and development for the area.

Professional vocational courses in Përmet

Professional vocational courses in Përmet

10 Local trainers, identified on October 2013 in the mapping analyse of the values of handicrafts and tourism services in Vjosa Valley, will transmit and share in four months of vocational courses knowledge and skills to 100 participants.

They will use different teaching methods for developing theoretical knowledge, practical skills and habits of trainees, as well as their attitudes towards life, work and society.

The key element to success will be trainee’s motivation. Their continued acquaintance on the level of fulfilment of the objectives will become a powerful motivational mechanism. It is also planed that learning will not occur only in the class, but also outside. Giving tasks will have a significant impact on their professional formation and integration of theory with practice through the principle of "learning by doing".

The selection process of 100 rural women and unemployed youth to be trained in vocational courses in making crafts, delivering basic tourism services and production of traditional artisans is already finished. Milieukontakt International in cooperation with CESVI and the municipality of Përmet have worked closely with local trainers to finalize the curricula that will be enriched along the course.

In the curricula will be combined information of development of art, tradition and culture with professional knowledge on artisan tools, their use, creating models, development of a well-known brand, or visits to museums and other artistic and cultural sites. Particular importance will have the provision of basic concepts for the establishment of an enterprise and the preparation of a business plan.

Education to Nature: Pathways to a Stronger, Closer Family (E2N)

Kastrat municipality in close collaboration with Milieukontakt Albania, Shkrel Commune and SHRMMNSH have launched on Monday, 13 January 2014 starting of the project " Education to Nature: Pathways to a Stronger, Closer Family (E2N)". The project will be implemented by the North Green Partnership which includes the above partners, and it is financially supported from the Regional Development Programme in Northern Albania (RDP).

At this meeting, attended by chairman of the communes Kastrat and Shkrel , Shkodra regional Council, CSO, teachers from the area, was introduced the project. The project aims to provide everyone with possibility to acquire knowledge and skills as well as to gain the appropriate values, attitude and dedication in order to protect and improve environment and nature resources.

The main components of the project are the construction of an eco camp with 3 eco-friendly villas that will serve as “educational and informational centre", "nature museum” and "economic facility" where children will learn to cook healthy foods. In the premises of the camp will be a greenhouse for vegetables and flowers and playground for children. Children will attend educational classes on naturalism, will learn to plant flowers and vegetables, will have daily hikes to get to know nature and will conduct cleaning and planting activities in areas with high biodiversity values.

Students of the FNS of Shkodra will have the opportunity to be part of internship program and will work with children in the camp. They will mentor and assist animators in various excursions in the field.

Eco camp will be functional not only in summer season but also during the year for the teachers of the area to develop extra curricula hours or attend environmental programs of the camp.
