Introduction

Permet Municipality,MilieukontaktInternational Albania and CESVI is implementingtheproject: “Rural Inclusive Social & Economic Opportunities (RISE-OP)” financially supported bythe grant of the Debt for Development Swap Agreement (IADSA) in the framework of the Italian-Albanian Development Cooperation Program.

 

Overall objectiveof the projectis to contribute and sustain social and economic inclusion of most vulnerable groups especially of rural women and unemployed youth in disadvantaged areas.

The goal of the project is to specially combat against emigration, create economy, job opportunities and new entrepreneurship for unemployed: rural women and youth without appropriate education and professional skills, without possibility to find a job. At the same time the project will promote and use potential local resources of the Pёrmet area (natural, cultural heritage and agricultural resources) in order to revitalize and valorise arts, crafts and agro-eco tourism, enhancing capacities and access of target groups in local economy within the District.

The project will also build upon existing structures, like Pro Përmet Consortium, in order to enlarge consortium and marketing all over the country. The purpose of the consortium is to promote and market the territory through a quality brand mark of origin. Rural women and youth entrepreneurs that will be joining the consortium will benefit from financial contributions (seed grants), technical assistance (vocational training, practice on the job, etc.) marketing and networking.

 

 

Specific Project Objectives:

To increase competencies of rural women and unemployed youth in Përmet District on arts, crafts and tourism services

In collaboration with beneficiaries the project includes a component of vocational training in tourism services (hotel, guesthouse, bar, restaurant, reception, local guides) and, in arts and crafts skills (stone and wood curving, pyrography, embroidery, copper handicrafts, straw works and traditional clothes).

 

To improve economic conditions of rural women and unemployed youth through new entrepreneurship

Target groups trained will be financially supported through seed grants to establish new entrepreneurship (in arts, crafts and tourism services). To promote, enhance and sell new local products and services, the Përmet Municipality will establish the first artisan shop within Përmet multifunctional centre.

 

One of the main outputs of the project is establishment of new entrepreneurship of rural women and young people on arts, crafts and tourism services. There is evidence of such sporadic services throughout the area but still there is no data available on the involvement of rural women and young people. In order to achieve max result and effectiveness in the project implementation, involvement of as much as possible people it is necessary development of a mapping and analysis at the start of the project which will provide baseline information. Report will asses present situation: problems, potentialities, lacks, skills, market, gender, etc. in the sector of tourism services, arts and crafts will be performed through the tasks of this assignment.

 

The project is looking for a qualified candidate to conduct Mapping and Analysis of the present situation in Vjosa Valley in the fields of arts, crafts and tourism services.

 

Period of service: 13 working days, August - September 2013

Work Location: Përmet district.

 

Qualifications Required for the Assignment

The work will be carried out by a domestic expert with experience in the field so that it can build on past work and create synergies with ongoing work. The expert shall have relevant skills and experience to manage the assignment with (at least 5 years). The expert hired will work closely with project staff. He/she will report directly to the project for contracting purposes and deliverables and will receive technical guidance from the project team.

 

The expert selected shall have:

1. University degree in social sciences. Advanced degree in gender or any relevant field would be an asset;

2. At least five years of experience and expertise in gender equality, development and social issues in Albania;

3.Excellent communication and presentation skills;

4. Ability to work independently;

5. Ability to work responsibly under time pressure and in complex situations;

6.Excellent written and spoken English language;

7. Computer skills, including MS Office;

8. Local knowledge and contacts are highly desirable.

 

Tasks

The expert is expected to conduct a research on identifying problems and potentials existing in the fields of arts, crafts and tourism services and specifically covering the target groups (rural women and unemployed youth) in the area. The expert will visit the project area, meet different stakeholders to identify and map existing and lost skills, gaps and resources (raw materials, human resources and financial means), and will give recommendations on the development of the potential sectors.

The main result of the research will be an updated assessment of the present situation in the beginning of the project and will serve as baseline report for the project to be presented in the opening session. Based on the findings and recommendations of the research, the Project Team will identify potential local trainers and develop the vocational training curricula for target groups.

 

Deliverables

  • Database of potential unemployed women and youth to be supported by the project;
  • Surveys among rural women, unemployed youth and community;
  • Mapping and analysis research of the present situation in Vjosa Valley in the fields of arts, crafts and tourism services (English and Albanian language)

Training on Advocacy and lobbying for environmental issues - Vlora, 12-13 September 2013!

On September 12 -13 at International Hotel in Vlora, REC organized a training on "advocacy and lobbying for environmental issues" part of SENiOR-A program. The training was conducted by Mrs. Valbona Mazreku, executive director of Milieukontakt Albania, expert and trainer for more than 10 years. The training was attended by 12 members of civil society organizations from Vlora, Peshkopia, Librazhdi, Përmet, Lushnja, and Berat. The aim of the training was to address two very important topics for civil society, advocacy and lobbying for environmental issues.
Participants showed great interest on the topics, where there was difference in thinking or discussion. Lobbying is a way of action to impose the policy makers, government bodies, etc., to support and resolve specific issues, said Orsiola Dyrmishi; While Advocacy is a set of actions to protect an idea or a certain right. During the presentation participants had the opportunity to clarify the concepts of advocacy and lobbying, the difference between them, as well as related tools used in these processes. In the second day was discussed obstacles and difficulties faced by CSOs and were presented positive examples and experiences of Milieukontakt on strengthening the voice of CSOs and stakeholders to actively participate in policy and decision-making processes on local, national and international level .
Participants highly valued the training, especially the step by step analysis made to both issues addressed through participatory methods, creating a complete picture and detailing the current situation but also the interventions needed to achieve cooperation among key stakeholders such as civil society, community and local government.

Period of service: 3 months probation with the possibility of extension until the end of the project.

Start date: Immediately.

 

Duties and responsibilities
1. Participate actively in project management team;
2. Design and apply in cooperation with project manager visibility campaign;
3. Apply active social media tools;
4. Be active in looking for new sources of information and visibility;
5. Promote the project and its activities in other actors, Përmet and nationally;
6. Close cooperation and consultation with project staff;
7. Preparation of project promotional materials

 

Qualifications required
1. Bachelor Degree in social sciences;
2. At least five years experience and expertise in matters of communication and visibility;
3. Experience in the preparation of publications and PR material for the organization;
4. Very good presentation and communication skills;
5. Ability to work in complex situations and under time pressure.
6. Very good knowledge of English.
7. Experience in development and websites maintenance.

Chemical substances! Usage and its understanding! - Survey with local citizens.

 

Chemical substances can be found everywhere, not only into the detergents but also into the walls, their paints, home flavourings, carpets, clothes etc. We often use at home products that might be dangerous such as cleaning solutions, medicines, insecticides, adhesive materials, cosmetics, children's toys, etc. Many studies have shown the risks posed by chemicals found in cleaning products for domestic use. They can cause: infertility, cancer, asthma, kidney trouble, liver and lung disturbance, psychological disorders etc.

 

During June and early July 2013, Milieukontakt Albania conducted a survey aiming to point out the information level of the general public on the risks presented by the presence of various chemicals in products that people use in everyday life. This survey was distributed in an electronic form through the official website of Milieukontakt, other social networks, email list and Ekolevizja newspaper. 645 citizens from various areas of Tirana, such as the lakeside park, Tirana e re, Komuna e Parisit, the area at Casa Italia, the Faculty of Social Sciences, Economics, Medicine, etc. took part in the survey. During the survey activists of Milieukontakt had free conversations with citizens about the use of chemicals and attention on the danger they pose.

 

In general, results of the survey showed that although citizens have adequate information on the presence and hazardous chemicals in various products used at home and for personal hygiene, they remain highly dependent on their use and only 25 % of them used alternative products for cosmetic purposes. Some products that might cause health problems there are alternative substitute products, such as: washing with abundant water and soap, vinegar, baking powder, lemon, olive oil, salt, etc.

It is concerning the fact that more than half of interviewed did not use protective tools or use them rarely when cleaning products contained high levels of chemicals.

Hazardous materials should be stored in safe places and a special attention should be paid to children who should not have contact with detergents, batteries, pesticides, paints and solvents. More attention should also be paid in toys and children's clothes as there are hazardous chemicals found according to the recent studies. 24 % of interviewed have had personally or in their relatives, cases of side effects when using different detergents or products of personal hygiene.

 

After being informed, on the chemical elements present in various products and also on usage of alternative products, it was obvious the approval of citizens to substitute them with natural products. Activists disseminated to the citizens leaflets on the danger of chemicals in some products, domestic cleaning detergents and cosmetic products, as well as information on some of their products substitutes. Citizens showed great interest on this information and encouraged us to widen the campaign.. Some of the recommendations given by citizens during conversations were:

  • The correct implementation of the law through having control, sanctions and restrictions on sales of these products using preventive policies;
  • Communication with traders or their producers to replace dangerous products with pro - BIO natural products;
  • Tax relief and promotion of industry that trades BIO natural products.

The surveys and conversations with citizens are part of the awareness campaign, undertaken by Milieukontakt to inform the public about the use and attention towards chemicals hazards. This campaign is implemented in the frame of the project “Ecosystem of Communication and Environmental Information" (ECIM ) supported by SENiOR – A program .
