Project “Rural Inclusive Social & Economic Opportunities (RISE-OP)” financed by IADSA program in Albania.

Project period: June 2013 - 2015.


The challenge of the project is to specially combat against emigration, create economy, job opportunities and new entrepreneurship for unemployed: rural women and youth without appropriate education and professional skills, without possibility to find a job. The project will promote and use potential local resources of the Pёrmet area (natural, cultural heritage and agricultural resources) in order to revitalize and valorise arts, crafts and agro-eco tourism, enhancing capacities and access of target groups in local economy.

The project is seeking the services of a qualified expert to conduct a final-Evaluation. The consultant will assess the project performance, in consultation with the main stakeholders, partners and beneficiaries. 


The main objective of this evaluation is to provide the project with an independent review of the status, relevance and performance of the project as compared to the project document, identify and assess the results and impacts as to their sustainability. The final evaluation results are envisaged to identify and describe the lessons learned, summarize the experiences gained and recommend the approaches and methodologies for replication in other areas. Specific objectives are: 

Issues to be addressed by the evaluation

 Assessment of the project progress towards attaining its objectives and outcomes.

Review of the project concept and design with respect to the clarity of the addressed problems by the project and soundness of the approaches adopted by the project to solve these problems. 

Assessment of the performance of the project in terms of timeliness, quality and quantity of the activities undertaken.

Assess the prospects of the sustainability of the project outcomes and benefits and recommend measures for its further improvement.

Identify and describe the main lessons learned from the project performance in terms of capacity building of local beneficiaries, efforts to secure sustainability, approaches and methodologies used. 

Responsibilities of the Evaluators

• Treat documents in a confidential manner;

Maintain communication with project partners and share time line of evaluation steps

• Ask for permission before giving any information on the evaluation to third parties;

• Assume all logistics such as travel into the site, accommodation, office space, telecommunication, printing of documentation, etc.

Final evaluation report with at least 30 pages (excluding annexes) with the following basic structure:

i. Executive Summary;

ii. Project description;

iii. Evaluation purpose;

iv. Evaluation methodology;

v. Findings per output, bridging and outcome objectives;

vi. Lessons learnt;

vii. Conclusion and Recommendations;

viii. Annexes. 

Evaluator’s profile and requirements

• Extensive knowledge of, and minimum 5 years’ experience, in applying qualitative and quantitative evaluation methods;

• Proven record in designing and leading evaluations;

• A minimum of 5 years’ experience in project evaluation 


The final evaluation needs to be finished by end 6th of June 2015.

The evaluator will have to travel in Permet to do the evaluation. Expected dates for this visit are second half of May 2015.

Coordination meeting between Albanian partners of SAIMON project

In the framework of the Project: SatellIte Near Real Time Monitoring Network of the Eutrophication Risk for the marine waters over the Greek-Albanian cross border area,” (SAIMON)funded by the European Union, IPA Cross Border Programme 2007-2013, on 21st March 2015 a meeting was held in the premises of Vlora Regional Council for the coordination of project activities among Albanian partners (Milieukontakt Albanian and Regional Council of Vlora)Environmental policies in Albania and the Albanian reality itself are facing a lot of problems and concerns.Water, management and its protection according to the environmental standards of the Water Directive of the European Union is considered as one of the major priorities of environmental policy.Within this reality it was born and designed SAIMONproject: SatellIte Near Real Time Monitoring Network of the Eutrophication Risk for the marine waters over the Greek-Albanian cross border area,”as an institutional cooperation between Milieukontakt Albania and the Decentralized Administration of Epirus and Western Macedonia, Epirus Water Directorate and the support of Regional Council of Vlora and Region of Ionian Islands.This project where through innovative technology, will bring progress monitoring from satellite and address in real-time the status of waters and their pollution, enabling the responsible authorities on both sides of the border, through the results achieved, to address and take actions for protection of marine waters in both countries Albania and Greece.

At this meeting the Chair of the Regional Council of Vlora, Mr. Sadrit Danaj stressed that the fragmented and not integrated development have aggravated the management of water pollution in our country.For this reason it is very important mobilization of the capacities and resources at the local level and bilateral cooperation with Greece to identify need for undertaking common projects that will address, but also will raise awareness of the community on both sides of the border, on the conservation of environmental values by creating a new approach in the governance model on important issues. The risk of eutrophication of the waters directly affects public health, economic and tourism of the two countries.

Coordinating workshop for "Greening the Local Elections of 2015“

Milieukontakt Albania in 17.02.2015 organized in Tirana a coordinating workshop for the campaign “Greening the Local Elections 2015” which will be undertaken in the frame of local elections of June, 2015 from the Network of Communication and Information (ECIM) with the support from SENIOR-A program financed by the Sweden Embassy and REC.

The aim of the workshop was to create synergy and cooperation among organisations of the network to achieve the final goal to address problems, needs of community and consequently local priorities in the field of environment at the right time and place (Local elections 2015).

Developments in recent years have had impact on the environment. Although development in most cases is a term that indicates prosperity, in political, socio-economic life, we all are witness of a degradation impact on environment.

Environmental problems have a direct impact on our lives as such should be among the priorities of central and local government. Said so as it is local government, one of the first key actors, who have to manage the welfare of citizens. Local government structures deal direct with the community problems and their treatment, but in these elections they will have a particular role due to the new territorial division. In this frame the network, "ECIM", undertook this initiative to better address environmental issues in local governance and citizen awareness on the necessity of concrete actions in the environmental field. We think that now it is time not only to draft policies but also to apply them for protection of the degraded environment in this long period of transition of the Albanian society.

Mr. Xhemal Mato made a presentation, in relation to previous experiences "Ekolevizja" and "Milieukontakt Albania" had during the election campaign of 2006. This served to stimulate the group for developing a joint logo and slogan which will accompany us throughout our campaign to green the local elections of 2015. A vision that should be simple, accessible to all citizens.

By the end, all the organizations present at the seminar made a detailed presentation of the activities that have been planned for the campaign beginning with gathering of citizen’s feedback about the environment and what they want to be better, review of electoral platforms and meetings with candidates for mayor in over 10 cities in Albania and organization of public meetings where candidates will be known with environmental problems that have turned to serious problems for the citizens. All these activities will help in establishing a common voice regarding environmental issues. These issues will be also addressed in TV debates.

During the presentation of the activities all network members decided cooperation between them by coordinating activities to cover as many cities, where environmental problems are larger and require rapid intervention to address and achieve a better performance.
