Strategic Planning workshop for AIC and PRTR requirement for CSOs

 Albania ratified the Aarhus Convention on 27 June 2001 and acceded to the Protocol on  Pollutant Release and Transfer Registers (PRTR) on 16 June 2009. Numerous facilities  have been established and activities conducted as part of fulfilment and harmonisation of  environmental legislation with EU standards, the fulfilment of international obligations in  the field of environment and increasing effective measures to protect the environment.

 The current institutional network of three Aarhus Centres in Albania has created an  infrastructure for citizen state - private sector interaction and dialogue that forms a sound basis for conducting further specific activities designed to enlighten the atmosphere within which planning decisions take place, particularly at the local level (regional, municipal and commune).

In order to consolidate their network and work Milieukontakt will assist Aarhus Centres to develop strategic vision and mission in order to address in the future environmental challenges and security in environment management and decision making processes. Besides, information sessions will be organised with business community for implementation of PRTR in Albania, legal framework, requirements and standards to be achieved.

The assignment was implemented in the frame of ENVSEC (Environmental Security) project in Albania, supported by OSCE, which focuses on encouraging greater transparency in decision-making processes in local planning with implications for environment. More specifically, the project will assist in building sustainable systems for timely dissemination of public information relating to forthcoming planning decisions of state institutions affecting the environment and community health, to facilitate active engagement of citizens, broader civil society and other stakeholders in consultation processes.

Objectives:

  • To develop a strategic vision and orientation for the Aarhus Centres in Shkodra and Vlora;
  • To support Ministry of Environmental Officials in regard to PRTR application standards;

    Outputs:

    • - 8 AICs members and board members trained on project proposal writing, strategic planning and project management;
    • - Strategic Document prepared for the period 2013-2015 for AICs in Vlora and Shkodra
    • - Training reports and materials;
    • - Document of AICs assessment;
    • - At least 60 participants from CSO, local authorities and private sector in Vlora and Shkodra informed on PRTR requirement, obligation and current status in Albania;
    • - Presentation on PRTR requirements, legal framework and obligation for implementation of the convention;
