Strengthening Albanian Civil Society for an Improved Environment

During this program Milieukontakt aims to achieve the following results through different activities addressed at local and national level stimulating cooperation through key stakeholder in Albanian Civil Society.


Outcome 1: Implementation and enforcement of national policy on waste, water and air quality is improved.

 

  • Four national working groups of NGOs established on the themes, Waste, Water, Air quality and Public Participation: Each of the working groups will be composed by experts on the topic, NGO members and community leaders and will provide support and lobby towards municipalities that lack expertise in development plans on waste, water and air quality. The working group on public participation will provide support and qualitative input for the NGO involvement into the Aarhus Environmental Information Centre at the Ministry of Environment, Forest and Water Administration. As Albania has entered the process of EU approximation, the working groups will consider the relevant EU legislation and policies regarding these themes and will look for creative, participative and alternative approaches to solve the problems.
  • NGO position papers developed: The working groups will develop NGO position papers on waste, water, air quality and public participation that will be communicated by using media, lobbying and campaigning to government and political institutions. Specific attention will be given to the EU and other international legislation and policies on these themes. To achieve this, the working groups will be put in contact with the environmental NGOs and NGO networks that are based in Brussels (e.g. European Environmental Bureau, Justice & Environment, Transport and Environment, etc.).
  • Campaigns plans developed: Based on the NGO position papers developed by the working groups four campaigns will be developed (one for each of the four topics) at the national level but aiming to address and solve local problems.
  • Campaigns conducted on national and local level: Four national campaigns on waste, water, air quality and public participation in decision-making will be implemented, having an impact on the national and local level in order to improve the implementation and enforcement of the national policy on the above mentioned topics.
  • Examples of local implementation/enforcement of national policy are presented and published on national level: Results and lessons learned from the local implementation of national policy will be presented in a national conference. Different materials and publications developed during the campaigns will be available for media and other key actors invited at a press conference. The strength of this approach is that it consists of influencing of national policies, especially regarding their implementation and enforcement, from the bottom up.


Outcome 2: Community involvement on waste, water and air quality strengthened

 

  • Local NGOs prepare start-up meetings on pilot projects in cooperation with business and government to improve the situation on waste, water and air quality: NGOs will set the stage for a constructive dialogue with the new local governments that were elected in the beginning of 2007. Within the last Milieukontakt program NGOs campaigned to get green issues on the agenda for the local elections. As a result, they established positive working relations with their newly elected local governments. NGOs will be supported to initiate the dialogue between different stakeholders (e.g. local authorities and business community) and design pilot projects for their communities on urban environmental problems.

 

  • Adoption of the proposals by the community council: Each community will be supported to design a draft strategic plan directed towards tangible results to address the problem concerned. This strategic plan will be adopted by the community council and will contain an analysis of the situation, i.e. the contribution to the solution of the problem by every target group, and the means to achieve this solution.
  • Implementation of the proposals: Based on the strategic plans adopted by the community council a series of activities will be organised. The NGOs will submit project proposal for the implementation of the activities identified in the strategic plans. Initial costs are available to pay the start-up of the initiative, provided that a good plan is submitted.

 

  • Coaching of NGOs and communities by regional organisations: NGOs from Shkodra, Korça and Vlora area will be supported and assisted during the whole process of drafting the strategic plan and implementing activities through a counselling program.
  • Training of communities and NGOs on fund raising
  • Regional exchange seminars: Exchange of experiences, knowledge and contacts is an important element in the capacity building process, allowing participants to learn from their peers, raise their own questions and draw their own conclusions.


Outcome 3: Capacities of NGOs strengthened

 

  • Organisation of training events to improve skills of support organisations.
  • To strengthen the capacities of the Albanian support organizations (EDEN, Ekolëvizja, QKE-Al and Regional Resource Centres) Milieukontakt International Trainers Team will conduct a training of trainers on the following topics. :
  • Conflict resolution & mediation
  • Result based monitoring & evaluation
  • Community development & facilitation
  • Organisation of training events to improve skills of NGO members and managers
  • Management and leadership issues will be addressed in a training curriculum that focuses specifically on key NGO members. Central theme is to find a good balance between leadership and effective management.

Key members from the ten participating NGOs will be trained in:

1. leadership and NGO management;

2. facilitation & community development;

3. project management skills (including planning, monitoring & evaluation);

4. communication / conflict resolution skills,

  • E-coaching: During periods between formal trainings the development of the trainers will be guided through e-coaching activities. Senior trainers from the Milieukontakt International Team of Trainers (a group of 30 trainers from 13 countries) in cooperation with trainers of Eden will individually define the training competences that they need for their work with the NGOs.
  • Building of network of information sources throughout the country:To challenge the government to be more accurate in the information it provides, NGOs need to have strong arguments. One of the arguments is that they have the right information from their own sources and can prove that the official information given is not covering the whole story.
  • Three trainings on building a network of information sources in Albania will be organized in order to find and build a channel of information and communication in all Albania. The training and coaching will focus on gathering, processing and disseminating information.
  • Ekolevizja Paper: Dynamic website of Ekolevizja will be updated and members of the network will have access to publish their news, investigative articles and statistics in it. The website will work according to the example of a Distributed News agency with teams of authors.
  • Green Telephone: NGOs in four regions, the three regions Shkodra, Korça, Vlora and the resource centre in Tirana will set up and manage a Green Telephone, an easily accessible interactive focal point. On the one hand, citizens can call this telephone line to get information and answers to their questions regarding environmental topics. On the other hand they can provide information on environmental situations that urgently need attention.
  • Training on interactive tools for NGO community: The new generation of electronic tools focuses on interactive use of websites for on-line development of content and training materials, and on interactive discussions. Also for sharing information and for PR purposes these electronic tools are useful.
  • QKE-Al team actively facilitating ENGO community on ICT field: QKE-Center for Electronic communications is providing training on use of electronic tools for environmental NGOs and services designing of NGO websites.
  • National strategy meetings: Annual gathering of ENGOs has become a tradition in Albania. These annual strategy meetings provide a forum to discuss and decide on strategic documents and future activities.
