Towards Sustaining the Albanian Environmental Movement

Summary:

This project builds upon the results achieved in the two projects of Milieukontakt executed from 1999 to May 2005. Capacity building of Albanian NGOs will remain still the focal issue, because development of a civil society and of NGOs (i.e. people become active and get involved in development of their community) is still in a very early stage in Albania. Milieukontakt will enlarge the group of trainers that can provide assistance to the NGOs in their region. In the first two projects Milieukontakt focused on the South-Eastern and Northern regions in Albania. In the new project Milieukontakt will address the NGOs in Central/Western and Southern Albania. The NGO capacity building component will be executed by the NGO EDEN, with direct assistance on organisation and management issues from Milieukontakt. Milieukontakt helped setting up supportive structures for NGOs, such as an environmental magazine (Ekolevizja), joint NGO campaigns through Ekolevizja (national NGO network of now 14 NGOs), electronic network (QKE), training and assistance programme for NGOs (EDEN) and the Working Group on Environmental Education. These structures and NGOs will be the main partners for Milieukontakt in the new programme 2005-2008. They will be further strengthened in their capacities and organisational development, through assistance, seed funding, advise, training and capacity building. By the end of the new project they should be sustainable services; some of them (QKE, Ekolevizja, EDEN) can achieve this after 1-2 years already. These services are currently hosted in the Milieukontakt local office, so this office gradually developed into a kind of NGO resource centre. All environmental NGOs know the Milieukontakt office and drop by for information and advice. Milieukontakt is accepted by NGOs to play a facilitating role for NGO cooperation (e.g. formation of working groups, organisation of discussions and Annual Strategy Meetings). In the project 2005-2008 it is the aim to transfer the Milieukontakt office to the NGO movement, so the NGOs will have direct influence to the development and functioning of this NGO resource centre. The Milieukontakt local coordinator(s) can then be one of the users of the office. To meet this end, Milieukontakt will actively involve NGOs in the decision making about the services that should be in such NGO resource centre. Additional services that are initiated by Milieukontakt or still to be developed can become part of the NGO resource centre. In the project 2005-2008 they should be further developed and passed on to NGOs and include: a legal help service, the organisation of the annual strategy meetings, an information service (possibly a ‘green telephone’) and a service to stimulate and organise joint NGO activities and advocacy. To date it is not clear if such services should become part of newly established NGOs like QKE, EDEN and Ekolevizja, or can become separate entities. The principle of Milieukontakt is that all these services should be cost-effective, actually support the NGO movement, and not become competitors of NGOs for funding and position in society. Additionally, Milieukontakt will organise workshops, training, study visits and provide information on issues like EU Accession, Aarhus convention, fundraising, environmental education, NGO advocacy, etc.

 

Project aims:

  • NGOs understand strategic action planning and are able to execute campaigns, thereby gaining local commitment and raising the level of cooperation with local government
  • NGOs are able to make effective use of different media ensuring their cooperation with each other and with their national government,
  • Sustainable and well-functioning NGO services of the Partners: QKE, EDEN, Ekolevizja, Working Group EE;
  • The Milieukontakt office is turned into a NGO service centre, owned by the NGOs and hosting different services that actually support the further development of the environmental NGO movement;

 

Main Activities:

  • Development of NGO resource centre (support to services/partners, establishment governing board of NGOs, training, assistance, counselling, advise, assistance in fundraising, etc.);
  • Support (training, counselling, seed money) to at least 10 NGOs in Central/Western and Southern Albania so they understand strategic action planning and are able to execute campaigns;
  • Training of trainers and NGO activists, that are able to provide support services to other NGOs in their region (volunteer management, regional trainings, workshops, training of trainers, counselling, etc.);
  • National NGO Strategy Meetings and national NGO campaigns;
  • Green Agendas in at least 3 towns;
  • Workshops, seminars, study visits and training and information on volunteering, Green Telephone, EU Accession, Aarhus convention, advocacy, environmental education and other actual issues;
  • Stimulate international cooperation (Albanian NGOs in European Networks, organise NGO participation in international events – including proper preparation and follow-up towards NGOs, management of int. travel fund);
  • Further development and use of Environmental education kit in practice and assist the process to get EE in school curriculum (support to EE Working Group);
