It was used the opportunity to encourage regional approaches to resolving the waste problem through inter-LGU collaboration for pooling resources, lobbying central government and applying for donor funding such as IPA. Milieukontakt team facilitated five events (in Vlora, Kukes, Gjirokastra, Himara and Berat) and emphasis upon Good Governance approaches and local analysis of SWM systems.

b. Campaigning in local and National level to raise awareness of wide public on waste management issues and initiating recycling activities to reduce waste quantity and reuse of waste.

Community involvement - The development of a good working atmosphere between the community, local authorities and local NGOs is required in order to get more involvement from the local population.

Local NGOs in different regions were facilitated and supported in participatory processes and discussions for developing strategic documents on Waste which were materialized into practical activities, trying solving existing local problems. Local NGOs initiated and established a dialogue between different stakeholders: local authorities and business communities. The strategic plans were adopted by the community council and started its implementation.

These documents are very important for LGUs as a legal request by law for good governance and for preceding processes in the region. They help to define the role of producers, operators of waste collection, their responsibilities, control and sanctions.
